Avoid false indications from Flymake in .dir-locals.el files

* lisp/progmodes/elisp-mode.el (emacs-lisp-mode): Don't install
'elisp-flymake-checkdoc' and 'elisp-flymake-byte-compile'
hooks for .dir-locals.el files.  Reported by Clément
